Germany's work path rests on recognition of your qualification. If your diploma or degree is recognised in Germany there is the skilled worker visa; at higher salaries the EU Blue Card; and the Opportunity Card for coming to look for work. Three separate doors.

Skilled worker visa
People whose vocational or academic qualification is recognised in Germany and who hold a job offer.
